Center mark

Draws a cross on the center of a circle or arc, so the center shows on the drawing.

When a hole or a round cutout needs its center marked for the factory or the enclosure.

Not a measurement: it marks a point and writes no value, and KiCad calls this Draw Center Dimensions.
